Add manifest version to dataset manifest #36

Today the dataset manifest does not contain a format_version, only the package manifest. I think it could become handy in the future if also the dataset manifest contains a version to handle small differences.

@ycombinator I wonder if we should keep the two versions in sync any only have one or not?
