[Release] Bump to 1.4.0 #510

Summary

Upgrades the Recorder to v1.4.0.

Implementation details

Increases the Playwright and Synthetics deps.

How to validate this change

Standard testing. Run the recorder, run the test browser, test code gen.

I'm checking why the E2E step fails.

did you check if selectors have changed in anyway?
