[Feature] Support egress filters #555

Add support for egress filters in the ec terraform provider

Hey @Kushmaro can you expand this ticket a bit with more information please? I'm looking at picking up some of the TF tickets, but I need a lot more context than engineers more familiar with this stuff. Some links to APIs and what exactly "support" entails.

@andrew-moldovan hey hey, there are some other tickets that we should fix before this one, I've opened a ticket and discussed with @d-carmo

as for this one, I need to get some details myself internally about our proxy APIs to see which functionality should be added for this one.

sure, I was just looking through the tickets assigned for 0.7.0 and wanted to make sure they all made sense, hence my question to you.
