[Synthetics Service] Run staging synthetics service smoke in the staging environment #471

Currently, staging smoke tests for the full stack along with the synthetics service are run in the prod cloud first testing region.

The Kibana.yml file is pointed to the staging version of the service manifest.

Instead of running staging synthetics service tests in the prod cloud environment, we should run staging synthetics service in the staging cloud environment.
