Feedback script is broken, does not actually report to Matomo #905

Describe the bug

The footer with the feedback smilies is broken, in the sense that clicking on them does not report to Matomo.

Matomo may or may not have been down during most of May, it seems, as per discussion with Marketing and their external consultants. So perhaps that was it, rather than the feedback script itself?

Let's close and re-open if appropriate.
