Updated the disaster recovery document:

Updated commands in the Velero steps to use ck8s ops velero
Added link to Velero docs for changing StorageClass when restoring
More clarity of cluster context
Fixed some broken notes by switching to Github Alerts
Moved some commands from inline to command blocks to be more copy-pasteable
