Implement camera and gallery pictures upload

Lacks design for the moment, but every function needed is implemented. Some UI/UX dev should implemente design once wireframes are ready.

Includes:

• Remove counter component
• Add actions and reducers
• Add camera, preview and gallery input components and views
• Add navigation to upload picture
• Add env variable for API url.
• Add eslint node support.

To avoid boilerplates in redux, creating slices or Reducers or Actions made with this package
