Added Flutter mobile app #56

I created a Flutter app that follows the mockups in resources/mobile-designs fairly closely. No functionality as of yet. I don't have the means to test anything on iOS, but this should work well as an Android app.

Whoops--my branch is based off of master. Will fix and open another PR. First time contributing to open source, so please bear with me!

@photonfighter Please, refer to the new organization repo here https://github.com/FightCOVID19. We will develop iOS and Android native apps. Wireframes and design are on the way.
