Still not a functioning tool yet, but this adds:

A file format for specifying data sources and tracking metadata about them
Methods for downloading a local copy of a data source, and replacing the local copy if it's older than a threshold defined in the above
Logic to pick the first data source whose bounding box contains all the points in the input file
Switched from homebrewed bbox & coordinate classes to using shapely

The next PR will cover:

Processing coordinates
Looking up elevations from a contour file
Saving output
Making the readme & contributing.md files useful, since at this point we'll have a project that can actually be used at least for Seattle.

And after that will come:

Adding SRTM as the fallback for when we're outside the localised data source's bounds
Figuring out how to look up elevations from SRTM
