This fixes unnecessary warnings 'ImportError: file_cache is unavailable when using oauth2client >= 4.0.0 or google-auth'
Setup allows using google-api-python-client 1.11

Note: oauth2client is deprecated and no longer supported. This PR does not fix this.

@coloradocarlos thanks for the PR; I am going to merge and then make a slight edit to the changelog, as this will be 0.5.2.
