Create a custom tileset & have it added

Hi there! I'm interested in making a custom tileset, and I mainly play on my 
phone. 
I'd love to create the tileset and then be able to use it on your port of 
Nethack.

Can you help me understand the steps I'd need to go through to make this easy 
for you to add?

It looks like most of the tileset packs have one huge image that all the tiles 
are on in a specific order. The game then parses the tile location for the 
specific tile.  
Is that right?

Could I take an already created tileset and replace the tiles with my own? 
As an example -replacing my idea of a barbarian for the original barbarian, and 
so on.
