Role of mailing list owner? #11

Does the mailing list owner (wg chair) have any role in this process?

Anyways we need to make it clear that the mailing list owner cannot override the decision and make sure that the mailman tooling works accordingly.

It is also unclear on what is exact change in RFC3934 that is being made by this I-D

This is only intended to apply to ietf@, not to working group and other lists.
