Add opt-in checkbox for email communication #170

A poll may have email discussions and other communication associated with it. It would be nice to have as opt-in option so that the voter can choose whether or not to allow such communication.

For polls where logging in is not necessary, ensure that there is a textbox where voters can enter their email Ids.

Also make the email ids accessible through the admin interface.
