Re download map tiles that were refused earlier #411

What steps will reproduce the problem?
 1. Download too many tiles from a server
 2. After a while, images won't load, instead you'll see something like "we dont have map for this zoom level" or 404 etc

What is the expected output? What do you see instead?
I understand it's a restriction by the servers (google, bing, openstreet) etc 
but (a) gMap doesnt tell when a server has STOPPED giving data (or images) and 
(b) After 24 hours (or after using a different IP), when we retry to download 
same area using bulk downloading, the areas that were refused initially DONT 
get downloaded. (we can Manually download them by zooming to that area).

It would be really good if (a) gMap could incorporate proxys (to automatically 
switch when 1 proxy has been refused data.
(b) Tell us this particular service is NOT giving any more data on our IP
(c) Be able to redownload those areas after 24 hours of IP has been changed

What version of the product are you using? On what operating system?
latest (0.8.5). WIn 7

Please provide any additional information below.
A great software! thanks. If you can incorporate these changes (and require a 
certain amount of donation) I might be able to do that.

1. You should NOT be downloading too many tiles from any server
2. Will keep this ticket open, see if someone want to incorporate the 
functionality you request.

I personally don't see it worth doing, will take way too much time to 
Research/Develop and does not bring enough benefits.

btw, Isn't it similar to issue 390? Although in this case I dont use force 
update (because that will/should update all tiles, I am only interested in re 
downloading tiles that were not initially downloaded and now refused to get 
downloaded even after 24 hours.

Anyways, 
Doing it for research purposes for a non profit. Downloading a full province 
map for offline use.
