VAX-242 CI driven release process for the CLI.

Compile bakeware binary using CI on multiple OS targets. Publish the binary. Wrap into brew and so works with linux and windows install instructions. Note that the exsqlite dep seems to have currently broken the bakeware. An that we need to generate binaries on the end they target and then wrap the OSX one into a homebrew tap, which requires having the right repo structure — can crib from electricdb).
