lib/flatten should just use Node #25

It's even using Node anyway, so we should just get rid of that PowerShell script.

What does flatten do? Isn't it the same that https://docs.npmjs.com/cli/dedupe does? (Also see https://github.com/npm/npm/issues/6912)
