Set default RPCMaxFee to something more reasonable for contract deployment #22

Started with 2m ETN but dropping this by 20x to account for potential appreciation of $/ETN, given that it's only meant to be a safeguard in $ terms. With this change the safeguard is set as ~200$ which is reasonable We can change this again later as and when we need to.
