Just tested on the original game (installed by the online installer from cncnet), and capturing a con yard of the other faction did not make vehicles of the other faction instantly available.

Also, capturing a con yard of the other faction, packing it up, and then deploying it again made buildings of the other faction unavailable, which seems to be in line with the behavior you're describing.
Russian factories make Russian vehicles. That's the way it has been in every C&C/RA game i have ever played.
When you capture a russian HQ, russian vehicules are not available in your allied factory. Even if you built a russian casern. They should be available.
When you capture a russian factory, russian vehicules cannot be produced in other allied factories, even if designed as principal building. (They are only produced in the russian factory) They should be available.
When you sell the russian factory you captured, russian vehicules are no more available in other allied factories. They should be available.
Currently, the only way to build russian vehicules is to capture a russian factory and vehicules are produced only in this russian factory (which look the same as the allied one, BTW). This is not the expected behavior, nor the behavior in the original game.
