I think people should be made aware of this rather than needing to find the answer in code as I did. At least it worked for me.

Does it not work at all without that config? Personally I've needed it only for federated calls.

What happened when you didn't have that config enabled?

I think we should also point out that his is "only" required for guest access / knocking.

For me, the situation described by this issue would occur.
