Make e2Ee by default for private rooms #3166

not only for DM.

We should have the button to disable it in the room creation dialog first.

We do not have the UI like riot-web and riotx-android to create a room. riot-ios creates a room with basic settings. Then, the user needs to use the room settings to set the right options.

We cannot attack this issue before having the room creation dialog.
