Updating RTE #7712

@manuroe THIS WILL MAKE ELEMENT REQUIRE iOS 15.0 AS THE MINIMUM SUPPORTED iOS FROM THE ORIGINAL 14.0 So let me know if this is fine.

This will improve the overall RTE performance and fix the speech to text bug for RTE. fixes #7489
