Answering inbound call by foregrounding app from background does not connect #863

Repro steps:

  1. launch app on iOS
  2. background it
  3. on Web, call user on iOS
  4. foreground iOS app
  5. click answer on inbound call alert dialog
  6. iOS sits as if it were on a call (no media)
  7. Desktop continues to ring, with no evidence of the call having connected

Moving to iOS10 CallKit would help with a lot of the background answering issues in Riot.
