allow specifying Riot URL when sending email invites #1281

Just discovered this is actually a bug. If you make a room that doesn't federate (ie. 'Block users on other matrix homeservers from joining this room') it still sends the invites to riot.im from where they can't access the room.

This is pretty handicaping for newbies users. They are horrified when i explain to them that they can't create their account because their username is already taken on the default server and they have to create the account on my server, and additionally makes a bad publicity of the service i provide on my server. I'd like to avoid this kind of problem.
