tidux started a DM with me over federation from the 'start chat' button in MemberInfo. it wasn't tagged as a DM on my side #1909

Possibly related: tagged as DM in Riot on both web and mobile, but not Quarternion.

If the chat were tagged as DM in all the Riots, is the bug just that Quaternion doesn't impl the same room tagging heuristics?
