'Show chat effects (animations when receiving e.g. confetti)' toggle is blocked #2363

When user tries to toggle on 'Show chat effects (animations when receiving e.g. confetti' they are unable to click the toggle and the cursor turns into a block image image

Outcome What did you expect? To be able to toggle on 'show chat effects' as other users in the organisation have been able to

What happened instead? Unable to toggle
