Notifications only collects "noisy" notifications #15025

Description

The notifications 🔔 on top right of Element Web only collects notifications that have been set as noisy in notification settings.

Steps to reproduce

I expected to see mentions and keywords in the 🔔 and quickly jump to them, but the list stops updating entirely unless noisy notifications are enabled. I dislike noisy notifications a lot as they are trying to capture my attention while I am focusing on something else and if the notification was so important to warrant my attention immediately, the notifier would call me.

Logs being sent: no

This is by design: Noisy = Highlight (red) + Play Sound

The notifications pane shows all events matching highlight, rendered server-side and fixed in the Spec.

As part of the FTUE Notifications project we are changing the Settings UI and changing the link to what triggers Highlight to always be Mentions & Keywords with Sound settings being completely detached.

@Mikaela the panel is populated by the server, I suggest opening a spec bug. See https://matrix.org/docs/spec/client_server/r0.6.1#get-matrix-client-r0-notifications

I think I might be missing something here. Isn't @Mikaela requesting the ability to distinguish between "sound" and "highlight"? Why is that a spec bug?

Yes, I want Element Web to consider mentions and keywords as hilights and collect them to the 🔔 sidebar without distracting me by making noise.

Why is that a spec bug?

While this is a bit offtopic, I often feel confused upon being sent to the spec tracker as I consider myself as end-user and don't know what is proper behaviour for client/server (especially when I am coming from client/server issue tracker) and I think people actually involved with client/server development would be able to open more relevant/detailed/accurate issues.

develop.element.io redesign has removed or hidden the do not disturb labs feature increasing the severity of this issue for me.

I just had to leave a video meeting due to combination of multiple factors including burnout, hunger and meaningless argument due to unnecessary pinging and stress inducing Element notification sound that cannot be disabled without also disabling notification collector which again breaks a reason to use Element on desktop.

Thank you for the screenshots, I wouldn't have found it otherwise as it used to be so promient and easy to use in cases when I needed it while that new position seems a bit hidden, while it does seem logical.

I hope this issue will get resolved also though as DND additionally hides push notifications while I mainly want to get rid of the sound, while both have their times and places.
