re-add the E2EE debug dialog #16593

we could put it in the per-message context menu.

The dialogue was originally removed in https://github.com/matrix-org/matrix-react-sdk/pull/4644 (~10 months ago) because it had not been updated for cross-signing changes.

@richvdh, you mentioned this recently, could you describe what you miss from the old dialogue?

I can't really remember what was there. I just seem to think it had some useful info. something about verification status and that sort of thing.

Tbh even just seeing the device id of the sender without having to go and grok the json was something.
