Most E2EE messages received overnight were undecryptable #21195

Steps to reproduce

  1. was using ED Nightly happily last night
  2. woke up laptop this morning, updated nightly
  3. noticed that most but not all E2EE messages that arrived overnight were UISI

Outcome

encryption that works.

heads up that i've worked around this via keyshare, but they never fixed spontaneously
