Download icon on images has inconsistent size with the rest of the icons #28469

Steps to reproduce

  1. Send a media that can be downloaded
  2. However over the message
  3. Look at the hover options

Outcome

What did you expect?

All Icons should have the same (visual?) size to them

What happened instead?

The download icon is smaller than the rest.
