we don't resolve glare nicely for crossed room invites #3211

i invited a user to a 1:1 shortly after they invited me to a new 1:1. we ended up with two rooms.

This is about rapidly inviting to new 1:1 rooms and has nothing to do with VoIP calls. 😄
