Immediately after joining HQ, there are no read receipts at all #7375

If you join HQ for the first time (having clicked on the home page and then clicked through the peek page) there are no RRs at all.

ftr this only happens if the server has not been participating in the room. EDUs aren't re-sent over federation to new servers, so read receipts aren't carried over. If the server has been participating in the room prior to the user joining, synapse does send the receipts it knows about to the client.

this is not true; i just signed up for a fresh account on matrix.org and saw the same misbehaviour :)

Confirmed as being an oooooooooold bug; not LL related.
