Riot forgets that I've read some rooms after refreshing the page

Description

In rooms like #homeowners:matrix.org or #status:t2bot.io or any room where there tends to be a lot of time between actual messages, Riot often forgets that I've looked at them. A few hours or days later Riot will suddenly decide that a room is unread even though there are no new messages. Sometimes there have been some new join or leave events, sometimes seemingly nothing has changed.

Steps to reproduce

• Join a room like #homeowners:matrix.org
• Ensure Riot has marked the room as read
• Refresh the page or come back in a few hours or days and see that Riot has marked the room as unread (bold in the room list, green line showing where you last read to)

Before refresh I mark both Matrix Bridging and t2bot.io status as read. After the refresh they are marked as unread.

I have had this for quite a while on several stable releases. It always happens for the same rooms, most of which share the same behaviour across PC's. I have to click on them and wait for them to sync before it removes the unread marker. And yes also on every refresh. Could this get some attention? It has been annoying me for quite a while now.

I've saw this issue yesterday with riot-web version: 1.5.5 and synapse 1.6.1 This bug is still alive.

Yes, I've seen this today after the upgrade to 1.6.2.
