Element Call: Call Decline does not drop the call #3844

Steps to reproduce

  1. Initiate a 1:1 call to another user
  2. Callee's phone starting to ring with a popup of "Decline and Video"
  3. Callee clicks on Decline button

Outcome

What did you expect?

The call should end on the caller side with a message, 'Call declined' in the timeline

What happened instead?

Call is still up at the Caller's end.
