Notifications keep persistently reappearing after being dismissed #609

Notification keeps re-binging me, sometimes re-appearing after being dismissed

I'm still getting the same notifications re-notifying me, same as on vector-im/element-android/issues/6260

Changed the priority of the issue because we do not get more reports on this. There is also no data loss.

This should be fixed by #2924.
