It seems the Dev's wind up supporting Matrix Specification issues, from the clients, because that is how users file issues.
But, this would really need Matrix Spec' written. You're talking about (home)serverless. IIRC XMPP has that.

There were some experiments in p2p-matrix a while ago which would support this use-case.
P2P Matrix is about more than just letting users store their own conversations: it can also avoid dependencies on the Internet itself by working over local networks, mesh networks, or situations where the Internet has been cut off.
Would be great to see some off the grid support. For example, while you are at a location, without wifi, or no network connection, to just reconnect with the people in your group. Maybe the batman protocol could be used for this or something else entirely, but would be a great addition
