Indian phone numbers are not being accepted to add phone number #1273

Issue has been reported to the library libphonenumber already.

I've upgraded the lib libphonenumber from version 8.0.1 to version 8.9.12. It may fixed this issue.

It will be available in Riot v0.8.15
