Add a <<badge>> widget with notification counter #1307

To show a badge counter, Riot needs to add special support for every launcher, and not all launchers support it. A badge widget will work with all launchers.

In addition to this, please consider removing the "badge counter" since the badger library uses Launcher specific hacks. There are many combinations of Android versions and Launchers out there, so a good number of users are likely to be confused when badger doesn't work (as is already being reported in the chat room).

Also, Android Oreo has added supported for Notification Dots which could be supported by the app in the future.

I'm very interested in this functional. A handy client, but not enough badge counter!
