Setting to disable sending read receipts #339

1 - Having no read receipt will imply to have no unread messages counter.

Do we need to have a server API or the counters will be ignored by the client.

2- is it for an account or for a client ?

It would be nice if the fact that read receipts are still send is clarified in the 'Hide read receipts' setting. Especially because the behaviour of riot-web is different (it does not send read receipts) even though both settings are called the same.
