Improve device verification UI #3432

The device verification screen currently works only for people who know how it should work.

Currently, if I finally get someone to join a matrix channel via Riot, they'll never use it, because they cannot verify all the users with all their devices. When they try to use the verification process, all they see is a loading animation, because the other user does not check the notifications at that point. Then they close Riot in frustration.

There should be a text saying that the other party actively needs to take part in the verification process and that there must be a different communication channel available.
