As a user, I can find a user from any bridged service and invite them to chat in a room.

If I understand the discussion on vector-im/riot-web/issues/1508 correctly, it looks like this change can be summarised as:

Modify the 'Invite new room members' and 'start a new chat' dialogues to search all bridged networks
Present (somewhere) a link to Scalar config
Modify Scalar config to say which bridged services should be included in the search
Modify Synapse to support a 'contact lookup' API
