On Riot Android you can 'quick reply' to Riot notifications.

At the time of writing:

This feature excludes an implementation for Riot Web. I can see value in a quick reply functionality of sorts, but I think it would require a separate design and represents a different (i.e. lower) value to the mobile impl.
