Yes you're right it could also be confused with a terminal icon. I think the best icon would be something which shows development something like the xcode icon.

I honestly have no problems with the current icon, but what if you replaced the paragraphs with a large pair of curly braces? that's perfectly readable at small sizes/low-dpi, and represents code pretty well.
Messing around with something a little
I kind of want to see solarized light and the braces on the current one with the pencil tbh. but yeah, that's what I'm talking about. sick.
edit: what if the icon had a headerbar in it to represent an app/window? then the pencil and braces would sort of tell the story "edit, code, in window"
In my opinion Scratch is more than a text editor. It is a code editor and it can be extended to a full blown IDE. Furthermore the actual icon reminds me of a note-taking app.
Harvey's icon is way better take a look :
