Based on your current template you should not have any regression after bump the debhelper compatibility level. Moreover, you could take advantage of many improvements that have been made. But of course, to make sure of it we need to rebuild the packages.
I've dropped the commits related to debhelper and Debian Policy, since we cannot ensure that the packages are compliant with the version 4.2.0 of Debian Policy using this old debhelper version.
