Consider moving plymouth to dedicated repo #55

Hopefully that would attract a contributor since it's orphaned black magic. It doesn't really fit in default-settings repo anymore since I'm moving all the non-settingsy stuff out.

Could this be co-ordinated with https://github.com/elementary/default-settings/pull/119? I really doesn't fit well in this repo, there appears to be one already

but I guess it's outdated (last commit there is 2015 and this issue is 2018).

I'd be happy to contribute the meson.build for this.
