Dock can't be revealed when Panel menus are open

What Happened

It is not possible to reveal dock when a panel menu is opened (expaned). On large Monitors (like in my case) I did not see that the panel sound option was still opened when I tried to reveal the dock - as it is in the very corner of my field of view.

Expected Behavior

Dock should be able to be revealed even if one of the panel options is selected/opened.

Steps to Reproduce

see vid,

1. Open one of the panel menus
2. try to reveal the dock
