When the dock is set to open on hovering over the bottom edge, it will open only when hovering over the area where the dock is meant to be.
This is an issue if you have a dock with few items, or the dock is significantly smaller than the desktop width. I think it causes a bit of confusion in general, when you hover on the bottom, but the dock doesn't show, just to realize you need to move the cursor to the mid of the screen.
Proposal
I would suggest showing the dock when hovering anywhere (besides the corners as does could have multitasking actions) on the bottom edge, or at least adding a good amount of padding around where the dock would actually be, so you don't have to hit the zone exactly.
