Document issues tag in release metadata #193

Hm... I actually like the wording in Publishing Updates and how it instructs developers to write user-centric release notes. I tried to add a bit of that in description of the issue tags as well. The problem is I fear that would be too much for the Our First App section. I think devs reading each of these sections will be in different mindset, as they are trying to do different things (publish updates to already established app vs. putting an MVP project together).

Perhaps we could reduce the Releases paragraph in the Our First App to a minimal example and link to Publishing Updates for details? I'll put together an example here.
