GPLv3+ license added #18

Same as https://l10n.elementary.io/projects/friends/#information. Needs approval from other contributors. If that includes me, I approve.

All the AGPLv3+ was "LICENSE" and all the GPLv3+ was "COPYING", so I went with that. Additionally, the files and structure is only replicated then, so it works.
