Fix move/resize actions #2019

Fixes #2011 Closes #2016

Does pretty much the same as #2016 but also allows move via touchscreen.

It works perfectly. We should reuse this function in out wingpanel-interface gala plugin to fix https://github.com/elementary/wingpanel/pull/556. Can you check if it works there please?
