New Workspace on Maximize Test Problemes #680

Prerequisites

[x] I have searched open and closed issues for duplicates.

Describe the bug

A clear and concise description of what the bug is.

1) If you only have one workspace, maximization does not create a new workspace but takes the existing one.

2) When you close a maximized program, the workspace remains.

Expected behavior

1) Keep the workspace and create a new one.

2) The workspace should also be removed.

Platform Information

Please share a screenshot of the System Settings > About screen. If you can't please share:

OS: elementary OS
OS Version Hera 5.1
Hardware info Virtual Box
